A7A5 is a ruble-denominated token issued by Old Vector LLC, a company registered in Kyrgyzstan. Kyrgyzstan's financial market regulator, Finandzor, said Old Vector was registered on 13 December 2024 and obtained virtual asset issuer status in February 2025. The regulator recorded the registration of 100 billion A7A5 tokens on 19 February 2025, against 100 billion rubles.
The US Treasury designated Old Vector LLC on 14 August 2025, alongside the exchange Grinex and A7 Limited Liability Company. Treasury states that the A7A5 token is issued by Old Vector and that Old Vector 'worked with Garantex and others in the creation of the A7A5 token'. Ownership sits one step away: Treasury says A7 and its subsidiaries are owned by sanctioned Moldovan oligarch Ilan Mironovich Shor and by sanctioned Russian bank Promsvyazbank. It does not say Shor owns Old Vector.
DIA reads A7A5 on Ethereum and Tron and holds a circulating value of about $462 million. The token is one of the few non-USD fiat-referenced stablecoins at that scale, which is why it sits on this map at all.

There is no published reserve attestation for A7A5. No audit report, no accountant's engagement, and no periodic reserve statement was found in this research.
What exists instead is two accounts of the backing that do not agree.
Neither statement is a reserve report. Neither names a custodian account, a balance, or an independent party that verified one. For a token registered against 100 billion rubles, the amount a holder can independently confirm about the assets behind it is zero.
Old Vector paid over 363 million KGS into the Kyrgyz budget in 2025 according to Finandzor. That is a tax figure, not evidence of reserves.

Activity in A7A5 has fallen sharply. Elliptic reported daily transaction volume of $24.3 million in June 2026, down 96% from the July 2025 peak, and recorded no new minting of the token since July 2025.
The venues shrank alongside it. Uniswap delisted A7A5 in November 2025. Grinex, the token's main trading venue, went offline for bank-card top-ups on 4 April 2026.
From late September 2025, users reported that USDT received from swapping A7A5 was frozen or flagged on arrival at global exchanges.

Three jurisdictions acted against A7A5 and the entities around it.
The EU measure goes further than the US and UK actions because it names the token itself rather than only the entities behind it.
On the Kyrgyz side, Finandzor said Grinex holds crypto exchanger registration status and "is not an operator of virtual asset trading", contradicting reporting that described it as a licensed exchange operator.

Sanctions exposure. EU persons are prohibited from transacting in A7A5 directly or indirectly. The issuer is designated in the US and listed in the UK. Holding or receiving this token is a legal question before it is a market question.
Downstream taint. Proceeds from swapping A7A5 into USDT were reported frozen or flagged at global exchanges from late September 2025. The risk is not confined to the token itself, it follows the value out.
No verifiable reserve. No attestation is published and the two available descriptions of the backing conflict, one naming Promsvyazbank deposits and one naming Old Vector itself. A holder cannot check the claim.
Redemption depends on one venue. Grinex was the primary trading venue, and it lost bank-card top-ups on 4 April 2026.
Frozen issuance. No new A7A5 was minted after July 2025. A stablecoin whose primary market stops issuing has no working arbitrage path to hold its peg.

DIA tracks A7A5 on two chains: Ethereum, at 0x6fA0BE17e4beA2fCfA22ef89BF8ac9aab0AB0fc9, and Tron, at TLeVfrdym8RoJreJ23dAGyfJDygRtiWKBZ. Circulating value across both reads about $462 million.
The Ethereum contract uses 6 decimals and its supply reads about 572 million A7A5 with roughly 17,000 holders on Blockscout. The larger share of the token lives on Tron.
What DIA reads is on-chain supply and transfers. What DIA does not read is the reserve, because there is nothing on chain or in a published attestation to read. A7A5 is pegged to the ruble, so its dollar value moves with the RUB rate as well as with the peg itself. Sanctions status is a legal fact recorded off chain and DIA does not enforce or reflect it in the supply figures.
